多源流模型视角下网约车新政的议程设置分析

Abstract: The multiple streams analysis framework is used to analyze the evolution process of Chinas new carhailing regulation. The research finds that the continuous focus events such as the largescale strike of taxi and the safety hidden danger of the carhailing have formed the problem source of the new policy. The opinions of experts, scholars, industry representatives, political bureaucrats suggestions have formed the policy source of the new policy. The governments attitude towards the carhailing and the change of national mood have contributed to the formation of political sources.Policy entrepreneurs push the issue, policy and politics in the policy window when the policy window is opened, which leads to the policy agenda.

摘要: 运用多源流模型分析框架分析我国网约车新政的演进过程发现:出租车大规模罢运事件、网约车安全隐患等连续发生的焦点事件构成网约车新政的问题源流;专家学者、网约车行业代表、政策企业家的意见建议形成网约车新政的政策源流;政府对网约车的态度及国民情绪的变化促成政治源流的形成。政策企业家在政策窗口开启之时推动问题、政策和政治三大源流耦合,促成了网约车治理问题走上政策议程。
