In the process of leading the fight against natural disasters, the Communist Party of China(CPC) has adhered to the great national spirit of unremitting selfimprovement and perseverance, and has united and led the people to win one major victory after another. The subjective characteristics manifested in it are internalized in the relationship between people and society, and are concentrated in the organic unity of the main body of political leadership, the main body of social mobilization and the main body of scientific governance. Its fighting characteristics are internalized in the relationship between man and nature, and are embodied in the orderly connection of disaster prevention capabilities, rescue capabilities and support capabilities. Its peoples character is internalized in the relationship between man and history, and is presented as an effective combination of peoples standpoint, historical scale, and human mind. These three traits resonate at the same frequency in the process of the Communist Party of China leading the people to actively respond to natural disasters, which has not only become an important part of the spiritual pedigree of the Chinese Communists, but also built a powerful spiritual driving force for the realization of the Chinese dream of the great rejuvenation of the Chinese nation.

In his important speech at the celebration of the 100th anniversary of the founding of the Communist Party of China, General Secretary XI Jinping proposed the “two combinations”, namely, “adhering to the combination of the basic principles of Marxism with Chinas specific realities and with Chinas excellent traditional culture”. The proposal of the “two combinations” marks a new height in the theoretical exploration of Chinese Communists in the new era and provides a fundamental guideline for advancing the Sinicization, modernization, and popularization of Marxism. Since its introduction, the “two combinations” has sparked an extensive and indepth research upsurge in the domestic academic community. Numerous scholars have conducted thorough discussions and systematic interpretations on issues such as the genesis, scientific connotation, practical paths, and value implications of the “two combinations” from different perspectives and dimensions, achieving a series of research results. Delving into the spirit of the Third Plenary Session of the 20th Central Committee regarding railway reform, deconstructing the organizational characteristics of the railway industry, analyzing the relationship between railway wheels and tracks, distinguishing and defining the natural monopoly segments and competitive segments of the railway, clarifying the existing problems, reform motivations, and demands within the railway industry, and promoting the innovation of the railway industrys organizational model from the perspective of wheeltrack relations are crucial for deepening railway reform of China in the new era.The paper argues that railway infrastructure (road network) exhibits relatively obvious natural monopoly characteristics, making it a natural monopoly segment of the railway industry, while railway operation services are more competitive, representing the competitive segment of the industry.Under the existing industrial organization model, the railway industry faces prominent issues such as an unclear relationship between government and enterprises and insufficient marketization.The main path to promoting innovation in railway industrial organization and institutional reform should involve a moderate separation of network and transportation operations, establishing diversified market competition entities in the railway freight sector, forming a fair and orderly market competition landscape, revitalizing the railway freight market, and enhancing the efficiency and profitability of railway freight services.

The construction of the QinghaiXizang highway (GolmudLhasa section) led by General Mu Shengzhong in the 1950s is an important historical event in the early days of the founding of New China, which is one of the most vivid manifestations of the “Two Roads” spirit. Based on the relevant literature, this paper discusses some historical issues in the process of road construction, and draws the following conclusions: firstly, there are different opinions on the ways of Mu Shengzhongs discovery of Golmud and the new route into Xizang, such as the discovery of camel workers in the transportation corps, the guidance of Fan Changjiangs writings, the discovery with the help of maps, and the guidance of Xiangride residents, among which the latter two opinions are supported by certain materials and reliable; secondly, the Qinghai provincial government of the Republic of China had already built the highway between Xiangride and Golmud before Mu Shengzhong began to lead the construction of the QinghaiXizang highway, which laid some foundations for the start of the QinghaiXizang highway construction project; finally, there are three sources of funds used in the construction of the QinghaiXizang highway, one is allocated by the Ministry of Communications, the second is by the Xizang Transportation Corps, and the third is by the Finance Department of the Central Military Commission.

Integrating the interactive competition and cooperation in agricultural supply chains, this paper develops a Nash bargaining model to attain how the coopetitive decision changes the greenness and system profits of agricultural supply chains and how the consumer environmental awareness affects the changes from the coopetitive decision. The findings can be concluded as follows. First, the coopetitive decision will promote the green investment cooperation of agricultural supply chains and hereby promote the agricultural product greenness because the downstream agricultural products retailer will share more green investment costs of upstream agricultural corporations. Secondly, the coopetitive decision will push Pareto improvement in the agricultural supply chain profitability, and hereby accelerate the coordination of agricultural supply chains. Thirdly, the consumer environmental awareness will incentive the coopetitive decision furthermore to enhance agricultural product greenness and supply chain profitability more.

Based on the consideration of consumers channel preference and retailers capital constraints, a supply chain pricing decision model is constructed under the two modes of manufacturer financing and bank financing, and the impacts of different financing modes and consumers preference on the pricing of dualchannel firms are analyzed, and finally a numerical case study is used to draw the corresponding conclusions. The results show that: the online prices of manufacturers and retailers decrease with the increase of consumers preference for physical channels under both financing modes; the pricing of retailers is the same under the two scenarios of financing from manufacturers and no capital constraints; and the pricing of retailers is higher under the bank financing mode under the same interest rates of both financing modes.

This paper explores the effect of financial efficiency on the transmission effects of the “dual pillar” monetary policy and macroprudential policy. Firstly, based on the superefficient SBM model to measure financial efficiency, and the benchmark regression model is used to verify the effectiveness of the “dual pillar” regulation. Then the panel threshold model is used to test the threshold effect of financial efficiency. The results show that financial efficiency significantly enhances policy transmission effects, and there is a significant difference between price based and quantity based monetary policies. Moreover, price based policy is more likely to exert its “amplification effect” through financial efficiency. In terms of regional heterogeneity, some provinces have financial efficiency lower than the minimum threshold requirement during policy implementation. Finally, based on the conclusion, corresponding policy recommendations are proposed, which also provides new perspectives and strategies for regional coordinated development.

To further explore the green effect of the digital economy, based on the elaboration of the theoretical mechanism of the influence of digital economy on green total factor productivity and through empirical tests,this paper found that digital economy has a significant role in improving green total factor productivity; heterogeneity analysis shows that digital economy has a more significant impact on the green total factor productivity improvement in coastal areas; the influence of digital economy on green total factor productivity shows a “V” shaped change trend; dimheterogeneity results show that digital infrastructure, industrial digitalization and digital development environment can significantly improve green total factor productivity and digital industrialization is not conducive to the improvement of green total factor productivity and the effect of digital application on improving green total factor productivity is not significant. Furthermore, the mediating effects indicate that industrial restructuring, technological advancements, and improved resource misallocation play crucial positive roles in mediating the impact of the digital economy on green total factor productivity.
