Discourse logic is the discourse presentation of practical logic and theoretical logic. The discourse logic of Chinese modernization encompasses the generation, system, and construction of its discourse. The generation of Chinese modernization discourse is driven by the practical development and theoretical construction of Chinese modernization, as well as the intrinsic need for the development of the discourse itself. The discourse system of Chinese modernization primarily includes six dimensions: genesis, strategic layout, essentialism, distinctiveness, methodology, and significance. These serve as the foundational pillars of the discourse system, marking the preliminary formation of the theoretical frameworks of Chinese modernization. In constructing the discourse of Chinese modernization, it is essential to uphold the people’s standpoint, strengthen the theoretical foundation, innovate expression methods, and demonstrate a global perspective. This will enhance the appeal, persuasiveness, impressiveness, and dissemination power of the discourse system, thereby increasing the discourse power of Chinese modernization.

The system concept is a way of thinking to optimize and adjust the structure and function of things on the basis of grasping the universal connection and development of things and following the principles of process, synergy and openness. Adhering to the system concept to cultivate and develop productive forces is not only an innovative use of material dialectics, but also a modern transformation of the holistic view of the excellent traditional Chinese culture, as well as the inheritance and development of the CPC’s systematic way of thinking. Chinese-style modernization is the modernization of the national governance system and governance capacity, as well as the modernization of grassroots governance models. Party-building-led unified integration is the core theme of modernizing grassroots governance. With the disintegration of the unit system, the responsibility for providing public services has shifted to the social level, and diverse actors have emerged, but governance tensions have increased. It is necessary to take party-building leadership as the focal point to integrate diverse actors and resolve the dualistic tensions. This requires starting from the historical trajectory of the diverse social structures and exploring the effective mechanisms for integrating community diverse actors through the interconnected logic of initiation, operation, and guarantee. At the same time, with the future as the development orientation, we integrate “three forces” to break through resistance with branded party building, enhance motivation with intelligent party building, and stimulate vitality with all-encompassing party building, so as to achieve dynamic adaptation of the party-building integration model to the development trend of the times.

Killer acquisitions, aiming at eliminating potential competitive constraints, have become a competitive strategy shaping the future development pattern of the global digital economy. As strategic maneuver, such acquisitions may solidify market structures, inhibit disruptive innovations, and harm consumer welfare. Meanwhile, killer acquisition behaviors with entirely new characteristics have triggered a series of institutional issues, including the lack of operability in proactive reporting procedures, the urgent need to improve substantive review tools, and the relatively slow development of smart regulatory systems. Accordingly, it is necessary to focus on the institutional goal of safeguarding innovation encouragement and competitive order: optimize the framework of reporting procedures through responsive mechanisms; innovate tools for defining relevant markets that are compatible with potential competitive relationships; adjust the standards of proof and analytical methods for facts of potential harm; and promote the intelligent transformation of regulatory systems from a global perspective. By doing so, a more improved responsive merger control system can enhance the regulatory effectiveness over killer acquisitions by digital technology platforms.

Promoting the modernization of the Yangtze River shipping has an important supporting and leading function for accelerating the construction of transportation powerhouse and realizing Chinese path to modernization. This study reviewed the evolution process of modernization in the Yangtze River shipping, summarized the experience and lessons of modernization of world transportation and the Yangtze River shipping, analyzed the contemporary connotation of the modernization of the Yangtze River shipping in the new era. The research shows: the process of the modernization of the Yangtze River shipping can be divided into stages such as exploration and foundation, reforming and adjustment, acceleration and improvement, transformation and leading. Always adhering to the comprehensive leadership of the Party, putting people at the center, rallying the strength of all parties, accurately grasping its own development positioning and external development environment, are the valuable experiences accumulated from the modernization of the Yangtze River shipping. The connotation of the modernization of the Yangtze River shipping was enriched with the changes of the times. We plan ahead and map out the strategic path for the modernization of the Yangtze River shipping in the new era, which may better support and serve the accelerated construction of transportation powerhouse.

“Four-network integration” serves as a developmental goal for China to construct a multi-mode rail transit network, achieving integrated connection and networked operation. This can be enhanced by incorporating Maas（mobility as a service） concept to realize more efficient interconnectivity. Research on service improvement for multi-modal rail transit in the context of mobility as a service can provide passengers with a better travel experience and accelerate the construction of the “four-network integration”. This study analyzes the existing issues and current system status of multi-modal rail transit services in the Chengdu-Chongqing urban agglomeration, and uses the QFD（quality function deployment）method to identify the service improvement path of the Chengdu-Chongqing urban agglomeration’s multi standard rail transit. The top four items that travelers most hope to improve in their routes are: providing connecting ticket products, unifying cross standard security check processes, facilitating ticket inspection and updating train information in real-time, which are basically consistent with the connotation of mobility as a service.

With the popularization of new energy vehicles in rural areas and the promotion of the “dual carbon” goal, the construction of public charging infrastructure has become an important part of rural revitalization and the promotion of new energy vehicles to rural areas. This paper first analyzes the current configuration status of public charging infrastructure in rural areas of Chongqing, then explores its existing problems, and finally proposes strategies and suggestions to promote the sustainable development of charging facilities in rural areas from four aspects: strengthening planning guidance, improving policy support, innovating construction models, and enhancing operation and maintenance management level. The aim is to provide reference for the sustainable development of new energy vehicles going to rural areas in Chongqing and other urban and rural areas, as well as the construction and management of public charging facilities.

According to common prosperity required by Chinese path to modernization, this paper probes the urban-rural value distribution function in context of agricultural product supply chains, establishes a game model to describe rural common prosperity, analyzes influencing factors, and proposes promotion strategies. The findings can be concluded as follows: first, in context of agricultural product supply chains, operational indicators can be used rationally to describe dimensions such as efficiency, fairness, ecology, and guarantee of rural common prosperity; secondly, different kinds of factors influencing rural common prosperity should be comprehensively weighed. The green technologies will both improve the efficiency, ecological and bottom dimensions of rural common prosperity, but reduce equity performance dimension; thirdly, various strategies for rural common prosperity should be systematically implemented, which includes cultivating large-scale entities, promoting socialized services, and advocating green consumption intentions and behaviors, subsidizing agriculture and so on.

Inner Mongolia Autonomous Region is actively building an important bridgehead for China’s opening up to the north. It requires continuous improvement of the layout of ports open to the north and the corresponding enhancement of the transportation capacity and efficiency of the railway channels behind the ports. This paper conducts an in-depth study on the layout of the railway channels behind the land ports in Inner Mongolia Autonomous Region during the “15th Five- Year Plan” period. By thoroughly analyzing the distribution of land ports in Inner Mongolia Autonomous Region, the volume statistics, and the operation status of the existing railway channels, it explores the advancement of railway ports and the railway channels behind them. Combined with relevant higher-level development plans, it identifies existing problems and proposes the overall layout and construction sequence of the railway channels behind the land ports in Inner Mongolia Autonomous Region. The aim is to provide a scientific basis for Inner Mongolia Autonomous Region to build an efficient and interconnected railway transportation network, enhance the customs clearance capacity of ports, and promote regional economic development. By improving the backbone channels, promoting cross-border interconnection, enhancing the transportation capacity of the channels, and filling in the gaps in the railway network, the transportation efficiency and service capacity of the railway channels behind the land ports in Inner Mongolia Autonomous Region can be effectively improved, providing strong support for regional economic development and the national “Belt and Road” initiative.

Study on the Impact of Digital Finance on the Export Resilience of Chinese Cities

Based on the panel data of 285 prefecture-level cities in China from 2011 to 2021, by constructing a multi- dimensional econometric model system, the impact of digital finance on the export resilience of cities was systematically investigated. The research shows that digital finance has a significant positive impact on the export resilience of Chinese cities, and the impact has a more significant improvement on the export resilience of cities with poor traditional financial endowments. The analysis of regional heterogeneity shows that digital finance in the eastern region has a significantly greater promoting effect on urban export resilience than that in the central and western regions. The intermediary effect test further shows that digital finance can indirectly promote the export resilience of cities by improving the innovation ability of cities and easing financing constraints. The results of spatial measurement show that digital finance and urban export resilience have significant spatial positive correlation and global agglomeration characteristics, and digital finance has a significant positive spatial spillover effect on urban export resilience.

An Empirical Study on the Impact of Audit Quality on Stock Price Crash Risk

Audit is a key step in modern corporate governance structure and plays an important role in preventing the risk of stock price collapse.The paper uses data from A-share listed companies in Shanghai and Shenzhen from 2010 to 2023 to empirically explore the impact of audit quality on stock price collapse risk, and examines the property rights and regional heterogeneity of this impact. The research results indicate that the audit quality of listed companies can significantly reduce the risk of stock price collapse; the quality of accounting information disclosure plays a partial mediating role in it; the effect of audit quality on suppressing the risk of stock price collapse is more significant in listed companies located in regions with higher levels of marketization; compared to state-owned enterprises and non manufacturing listed companies, the negative effect of audit quality on the risk of stock price collapse is more significant for non-state-owned enterprises and manufacturing enterprises.
