Abstract: This paper takes the non-emergency transport service in Chongqing as the research object, and analyzes its development status and outstanding problems. With the aging of the population and the advancement of the hierarchical diagnosis and treatment system, the demand for non-emergency transport in Chongqing has surged, but the industrial development has been restricted by problems such as lagging policies, lack of supervision, frequent illegal operations, uneven qualifications of employees, and non-standard operation services. By comparing the experiences of Shanghai, Qingdao and other cities, this paper proposes development paths such as strengthening policy support, formulating local regulations, promoting industry standardization, integrating information technology platforms, and promoting regional linkage, in order to provide a reference for Chongqing to build a standardized and efficient non-emergency transport service system and help the implementation of the “healthy Chongqing” strategy.

摘要： 以重庆市非急救转运服务为研究对象，分析其发展现状及面临的突出问题。随着人口老龄化和分级诊疗制度的推进，重庆市非急救转运需求激增，但政策滞后、监管缺失、非法营运现象频发、从业人员资质参差不齐、运营服务不规范等问题制约了行业发展。对比上海、青岛等城市的经验，提出强化政策支持、制定地方性法规、推动行业标准化建设、整合信息化技术平台、促进区域联动等发展路径，以期为重庆市构建规范化、高效化的非急救转运服务体系提供参考，助力重庆健康战略实施。
