Abstract: Bullying event happens repeatedly in criminology for violation of the sense of compassion that the basic moral feelings of human beings should be regarded as natural crime. The occurrence of this phenomenon stems from a lack of the sense of compassion and bullying the absence of family and school moral education and dislocation, legal protection and the punishment of blank. To prevent this phenomenon, we must on the one hand, through the reasonable moral education, lead minors to establish correct moral system, reduce the risk of bullying. On the other hand, we should realize the special prevention through the case of the punishment, the treatments of the correct method and bullying of cognitive restructuring.

摘要： 屡屡发生的校园欺凌事件在犯罪学上因侵害了怜悯感这一人类最基本的道德情感而应当认定为自然犯罪。如此现象的发生源于欺凌者怜悯感的缺失、家庭和学校道德教育的缺席与错位、法律保护与惩治方面的空白。要预防这一现象，必须通过合理的道德教育引导未成年人建立正确的道德体系，减少校园欺凌的发生几率；通过个案的惩处、正确的矫治手段以及被欺凌者的认知重建，实现特殊预防。
