Abstract

Abstract: Since 2010, Chinas economic and social development has been into a new normal, and it actually fluctuates dramatically due to the effect of the transformation. Seeking social policy and economic development winwin situation is not only the response and adaptive selection of the developmental social policy to the new normal, but also the need of its taking root in China. This paper is to rationalize the history and practice of the developmental social policy. It also studies the dilemma of the developmental social policy in China. And it indicates that increasing the human capital investment and labor supply, setting up integrated social security system and diversified financing system are the way of it.

摘要： 2010年以来，中国经济社会发展进入新常态，面临着超常规转型。寻求社会政策和经济发展双赢的发展型社会政策不仅是对新常态的回应和适应性选择，也是其在中国落地生根的要求。本文通过梳理发展型社会政策的理论与实践，考察其在当前中国面临的困境，指出加强人力资本“存量”与劳动力市场“流量”的供给，分类有序地推进社会保障一体化，构建多元化的融资体系是新常态下发展型社会政策在中国的出路。
