Abstract: As a new democratic political concept in China， the whole process of peoples democracy is an important embodiment of the Chinese path， Chinese spirit and Chinese values. It is also an inevitable trend for the Chinese people to steadfastly move towards modernization under the leadership of the Party. The concept of developing peoples democracy throughout the entire process has its inherent generative logic， among which the theoretical logic of its generation is guided by the Marxist concept of democracy and the inclusion of excellent political civilization both domestically and internationally. The summary of the Partys democratic practice over the past hundred years and the answer to socialist democracy politics are the practical logic of its generation. Throughout the development process， peoples democracy has rich connotations and profound values， enriching and deepening the Marxist theory of Party building， state theory， and the theory of human freedom and comprehensive development in theory. In practice， it is a guiding principle to meet the growing democratic demands of the people in the new era， achieve political modernization， and an important guarantee for promoting economic modernization. At the same time， it is also a Chinese plan to enrich the new forms of world political civilization.

摘要： 全过程人民民主作为中国的新民主政治观，是中国道路、中国精神、中国价值观的重要体现，也是党领导中国人民坚定不移走向现代化的必然趋势。发展全过程人民民主理念有其内在的生成逻辑，其中以马克思主义民主观为指导，兼收并蓄中外优秀政治文明是其生成的理论逻辑；对民主实践百余年来的总结和对民主政治现实问题的解答是其生成的实践逻辑。发展全过程人民民主意蕴丰富、价值深邃，理论上是深化马克思主义党建学说、国家学说和人的自由全面发展学说，解答中国式民主的理论课题；实践上是满足新时代人民群众日益增长的民主诉求、实现政治现代化的方向指南和推进经济现代化的重要保障，同时是丰富世界政治文明新形态的中国方案。
