Abstract: Chinese modernization is a comprehensive， systematic and integrated modernization. To promote Chinese modernization in a comprehensive way， it is necessary to motivate the masses to dare to be the first to create， so that the spirit of daring to be the first to create will become the fashion of the times. “Masses dare to be the first to create” is not a flying peak appearing out of nowhere， but a product of theory and practice， with profound historical， theoretical and practical logic. From the viewpoint of historical logic， “masses dare to be the first to create” is the valuable experience accumulated by the CPC in its centurylong struggle; from the viewpoint of theoretical logic， “masses dare to be the first to create” is the adherence to and innovation and development of the CPCs traditional Chinese peopleoriented thinking， materialist concept of history and mass line; from the viewpoint of practical logic， “masses dare to be the first to create” has become the fashion of the times. From the perspective of theoretical logic， “masses dare to be the first to create” is the internal logic and inevitable requirement of pursuing highquality development， accelerating the construction of a strong scientific and technological country and a strong country of talents， as well as opening up a new frontier in adapting Marxism to the Chinese context and the needs of the times.

摘要： 中国式现代化是全面的、系统的、综合的现代化，全面推进中国式现代化，需要激发“群众敢首创”，让敢首创精神成为时代风尚。“群众敢首创”不是凭空出现的飞来峰，而是理论和实践的产物，具有深刻的理论、历史、现实逻辑。从理论逻辑来看，“群众敢首创”是中国共产党对中华传统民本思想、唯物史观以及群众路线的坚持和创新发展；从历史逻辑来看，“群众敢首创”是中国共产党百年奋斗中积累的宝贵经验；从现实逻辑来看，“群众敢首创”是着力推动高质量发展、加快建设科技强国和人才强国、开辟马克思主义中国化时代化新境界的内在逻辑和必然要求。
