Abstract: XI Jinpings important exposition on port construction has profound connotations, including taking ports as an important industry in the strategy of strategizing the sea, port integration as an important way to integrate the region into the international economy, port construction as an important support for promoting the development of the “belt and road”, and the construction of worldclass strong ports as an important driving impetus for the highquality development of ports and the expansion of opening up to the outside world. And the obvious internal logic answered that the port is an important regional industry, the port is the advantage of the strong country, the port is the link of the world development and other related issues. These connotations of the spirit guide the development of Zhejiang ports and practical path of achievement. By deeply comprehending the spirit of these connotations, combined with the deepening of the “eighteight strategies” in Zhejiang province, this paper puts forward some specific strategies to promote the construction of worldclass strong port in Zhejiang province.

摘要： 习近平关于港口建设的重要论述有着深邃的内涵，包括把港口作为经略海洋战略的重要产业，把港口一体化作为区域融入国际经济的重要途径，把港口建设作为推动“一带一路”发展的重要支撑，把世界一流强港建设作为港口高质量发展和扩大对外开放的重要动能等方面，有着明显的内在逻辑。重要论述的内涵与逻辑分别回答了港口是区域重要产业、港口是强国的优势、港口是世界发展的纽带等相关问题，指引浙江港口发展的实践路径并取得辉煌成就。通过深刻领悟这些内涵精神，结合浙江深化“八八战略”的实践，提出浙江推进世界一流强港建设的具体策略。
