Abstract: The system concept is a way of thinking to optimize and adjust the structure and function of things on the basis of grasping the universal connection and development of things and following the principles of process, synergy and openness. Adhering to the system concept to cultivate and develop productive forces is not only an innovative use of material dialectics, but also a modern transformation of the holistic view of the excellent traditional Chinese culture, as well as the inheritance and development of the CPC’s systematic way of thinking. The comprehensive development of the system concept embedded in the cultivation and development of new productivity is reflected in the process of dialectical development in accordance with the law, the synergy of the organic linkage of various innovative elements, and the openness of the extension and expansion of the traditional spatial field. At the new historical starting point, the cultivation and development of new productive forces with a system concept requires adherence to forward-looking thinking, overall planning and holistic promotion, accelerating the promotion of leading scientific and technological research, innovating the way of combining all the elements, optimizing and adjusting the industrial structure, and realizing revolutionary technological breakthroughs, innovative allocation of elements, and in-depth transformation and upgrading of industries.

摘要： 系统观念是在把握事物普遍联系和变化发展基础上遵循过程性、协同性、开放性等原则，对事物要素结构功能进行优化调整的思维方式。坚持系统观念培育和发展生产力既是对唯物辩证法的创新运用，又是对中华优秀传统文化整体观的现代转化，还是对中国共产党系统思维方式的承继与发展。培育和发展新质生产力内蕴系统观念的全面铺展，体现为合乎规律的辩证发展的过程性、各类创新要素有机联动的协同性、传统空间场域延展拓新的开放性。在新的历史起点上，以系统观念培育和发展新质生产力，需要坚持前瞻性思考、全局性谋划、整体性推进，加快推动引领性科技攻关、创新全要素组合方式、优化调整产业结构，实现技术革命性突破、要素创新性配置、产业深度转型升级。
