Abstract: Peerviewed periodicals in China encountered the situation of mass produced but low quantity and lack of influence. In order to establish the journals with international influence, and meets the needs of national R&D purpose, which needs the collaboration between scientists, editors, and information service providers. Enhancement of the efficiency of knowledge spreading is the key point of the cooperation. From the perspective of value chain analysis of the existing knowledge dissemination process, that the existence of long cycle and high cost is found, this restricts the knowledge share efficiency. The following strategies, increasing the development of internet prepublish platform, establishing virtual journals, optimizing the knowledge dissemination process, and reducing the costs are discussed. At the same time, strengthening the strategic cooperation between the information service providers creates a fast and high efficiency platform for knowledge share, which could provide intellectual support for the strategy of national R&D innovation.

摘要： 我国科技期刊存在期刊数量多、影响力低的现状。建设一批满足国家科技发展需要、具有国际影响力的期刊，需要科技工作者、编辑、信息服务商协同努力，共同提高知识传播过程中的效率。从价值链的角度分析现有知识传播流程，发现其存在传播周期长、传播费用高的特点，制约了知识传播链条效率的提升。通过增加网络预出版平台、虚拟期刊等途径，优化知识传播流程，降低传播费用。同时，加强科技期刊和信息服务商之间的战略合作，为新知识的交流和产生提供更高效、快捷的平台，从整体上提升知识传播的效率，培育知识诞生的土壤，为我国的科技创新战略提供智力支撑。
