Abstract: By SuperSBM DEA model, on the basis of analyzing the characteristics of the railway transportation industry monopoly structure, Chinas railway transportation production efficiency score from 1995 to 2008 is calculated. With a comparison of superefficiency and an analysis of the related slack variables towards DEA efficient region, the cause of the low railway transportation operation efficiency is revealed and put forward the corresponding policy recommendations are put forward. Research results show that the railway transportation of administrative monopoly leads to low pure technical efficiency, imbalance of freight and passenger traffic development. Although the scale efficiency is higher, Chinas railway transportation still needs to improve the management level and technical level.

摘要: 通过SuperSBM DEA模型,在分析铁路运输业垄断结构特点的基础上测算1995—2008年我国铁路运输业生产效率得分,进而对DEA有效区域进行超效率比较和投入产出指标的松弛变量分析,揭示铁路运输业营运效率不高的原因,并提出相应的政策建议。研究结果显示,行政性垄断的铁路运输业纯技术效率较低,货运与客运发展不平衡,虽规模效率较高,但管理水平和技术水平有待提高。
