Chinas provincial border is located in the provincial administrative region edge. Economic development lags behind. This has become an important issue about China to realize the balanced development. To a certain extent, the administrative area restricted the border provinces regional cooperation. At the same time, provincial administrative region border economy cooperation and government coordination are difficult to realize. There are two major difficulties of the sluggish development of Chinas provincial border. By SuperSBM DEA model, on the basis of analyzing the characteristics of the railway transportation industry monopoly structure, Chinas railway transportation production efficiency score from 1995 to 2008 is calculated. With a comparison of superefficiency and an analysis of the related slack variables towards DEA efficient region, the cause of the low railway transportation operation efficiency is revealed and put forward the corresponding policy recommendations are put forward. Research results show that the railway transportation of administrative monopoly leads to low pure technical efficiency, imbalance of freight and passenger traffic development. Although the scale efficiency is higher, Chinas railway transportation still needs to improve the management level and technical level.

Delivery is the requirement of validity of the real right change of special personal property, registration just make the real right to get the conditions to fight against a third person in good faith. In the transfer of the real right of special personal property, registration does not contribute the transfer of real right, the reason why registration can fight against a person in good faith is because the buyer gets the real right based on delivery. Registration without the foundation of real right does not have a confrontation forces, it just produces a claim. “Delivery enjoys priority registration” is a wrong title to the article 10(4) of the Judicial Interpretation of Contract of Sales. Item 4 just repeats real rights to enjoy priority to the creditors rights.

Along with the gradual improvement of real estate market mechanism in China, especially the gradual reform of housing allocation and consumption mechanism, the impact of real estate price on residential consumption has become increasingly significant. Based on the data of statistical yearbook of Qinghai province, the theory of ECM is used to establish short and longterm error correction model between residential housing expenditure and consumer spending in Qinghai province. The empirical analysis shows that rising real estate prices in Qinghai province curbs an increase of household consumption spending in Qinghai province.

The relations between Sudan and the US have been very complex since Sudan gained independence. Huayang Palace is the greatest ancient building group in Jinan, with more than 300m2 murals preserved. Sanhuang Temple is one of the main buildings of Huayang Palace, inside of it, there are many exquisite murals of Qing Dynasty, however, because of the Cultural Revolution and later vandalism, the vast majority of murals are covered by white mortar and kept unknown to the world for long.
