Abstract: The mode of operation of urban economy to the core of local debt platform has become an important means to stimulate local economic development. It also has played a positive role in promoting local economic and social sustainable development. The new round of reform will bring great changes and challenges to the local financing system, local investment and financing platform should explore a new marketized operation mechanism, from a “small platform” relying on land resources, converted “great platform” relying on market financing, to improve their capital operation ability, play a greater role in urban construction.

摘要： 以地方债务平台为核心的城市经济运作模式成为刺激本地经济发展的重要手段，在推动地方经济社会持续发展等方面发挥了积极作用。新一轮改革将给以土地资源为核心的地方融资体系带来巨大变革和挑战，地方投融资平台要探索市场化运行机制，从依靠土地资源融资的“小平台”转化为依靠市场融资的“大平台”，提高自身资本运作能力，在城市建设中发挥更大的作用。
