Abstract: There is a substantial increase in scientific research funds with the nations support to universities. However，more and more problems occur during the process of funds use. Problems are listed and reasons are analyzed. According to the related issues，some suggestions with reference to foreign experience are offered.

摘要： 随着国家对教育事业的大力支持，高校科研经费呈现大幅度增长，经费使用过程中显现出越来越多的问题。针对科研经费使用过程中出现的问题，分析其产生的原因,并结合国外科研经费的管理经验，提出相应的改进建议。
