Abstract: As an important demand of modern political development, democracy is the proper meaning of the national governance system and the modernization of governance capacity. Modern governance naturally contains democracy. From the perspective of national governance, the leadership of the party is the basic premise of the construction of democratic politics. To improve the rule of law is the basic guarantee for the construction of democratic politics. Finally, the basic requirements of the construction of democratic politics are the system of justice. The modernization of national governance system is the essence of the modernization of system. Whether the system is just has much to do with the realization of the national governance systems and the modernization of the governance ability.

摘要： 民主作为现代政治发展的重要诉求，是国家治理体系和治理能力现代化的题中应有之义。现代治理天然地包含着民主，从国家治理的视角审视我国的民主政治建设，党的领导是民主政治建设的基本前提，法治的完善是民主政治建设的基本保障，最终实现制度正义是民主政治建设的基本要求。国家治理体系现代化的实质就是制度的现代化。制度正义与否，关系到国家治理体系和治理能力现代化这一全面深化改革总目标的实现。
