Abstract: The stimulating public events, the complete structure of the Internet users and the reconfiguration of the mass media constitute the evolution factor of the mass event network public opinion. The interest demand, the right demand and the value demand are the main motive of the mass event network public opinion. Populism and moral supremacy are the main behavioral feature of mass event network public opinion. Analysis on mass incidents of network public opinion evolution factors, main motive and behavior characteristic, help the government to take a variety of ways to guide the network public opinion, promote the proper solution of mass incidents.

摘要： 刺激性的公共事件、结构完整的网民主体、格局重构的大众传播媒介构成群体性事件网络舆情的演变要素，利益诉求、权利诉求、价值诉求是群体性事件网络舆情的主体动机，民粹主义与道德至上是群体性事件网络舆情的主体行为特征。分析群体性事件网络舆情的演变要素、主体动机与行为特征，有助于政府采取多样化的途径来引导网络舆情，促进群体性事件的妥善解决。
