Abstract: The global outbreak of COVID-19 makes social economic activity almost stop，which is hitting hard global civil aviation. As the national strategic industry，many countries and regions take measures to support civil aviation. Comparing the difference between China and other countries and regions helps us better promote and enhance the development of civil aviation. This paper compares and analyzes the range，extent and degree of civil aviation support measures worldwide，and then puts forward suggestions for civil aviation to enhance competitiveness from the aspects of strategy，aviation industry chain，aviation industry and aviation companies.

摘要： 新冠肺炎疫情在全球的暴发使得社会经济活动停摆，全球民航业遭受严重冲击，民航业作为国家的重要战略产业，多个国家和地区出台救助民航业的扶持政策。比较我国与其他国家地区扶持政策的差异，有助于更好地促进和提升我国民航业的发展。从政策的广度、深度和力度三个方面比较分析全球民航业扶持政策，进一步从国家战略、产业链、民航业、民航企业四个层面提出提高我国民航业竞争力的对策建议。
