重庆主城区公交专用道运行保障措施探析

Abstract: With the gradual increase of car ownership, the operational effectiveness of bus lane is limited and under expectation. How to support the effective operation of bus lane becomes a key to removing the obstacle for implementing bus priority. This study summarizes the causes for the effectiveness reduction of busonly operation, and then proposes that, the clusterpatterned metropolitan area of Chongqing, divided by mountains and rivers, should support the busonly system with the following strategies to improve the bus priority system and balance the tradeoff between bus and car. First, guarantee the rightofway of bus at the key nodes along the arterials with implementation of intelligent traffic signal control. Then, perform the operation of bus lane with elastic durations and segments. Finally, implement the V2Xbased vehiclemounted electronic police system for car surveillance to support the two strategies above.

摘要: 随着城市机动车保有量不断增加,公交专用道的效果未达预期,无法持续发挥效能。其运营管理如何得到保障,成为公交优先能否有效实现的难题。分析重庆市主城区公交专用道运行效率持续下降的成因,提出“山水分割、中心组团式”的重庆主城区应以智能管控手段保证主干道关键节点处公交畅通,弹性化运行公交专用道的时段及位置,并以基于车路协同的移动违法抓拍系统为保障,提升公交系统运行效率,平衡社会车辆和公交车辆的利益。
