Abstract: Based on the theoretical basis that the geographical attribute of the provincial boundary contributes to the humanistic foundation of regional cooperation， this paper analyzes the concrete content of the humanistic constraint of regional cooperation in the interprovincial boundary zone from the two aspects of cultural constraint and social capital shortage. Taking Tongren Fenghuang Airport cobuilt by Hunan and Guizhou provinces， how the human factors affect the regional cooperation in the border zone between provinces is analyzed. The case enlightens us that the cultural factors can influence regional cooperation，by changing perceptions， and by eliminating human constraints， turning human resistance into human motivation and enhancing the role of the existing human forces， we can reach a regional cooperation agreement and solve the public problems of the interprovincial boundary region. From strengthening the provincial boundary infrastructure， social capital and regional cultural construction， the paper puts forward some measures to break the obstacles of the cultural constraints of regional cooperation in the interprovincial boundary zone.

摘要： 基于省际边界地缘属性促成区域合作人文基础的理论依据，从文化约束和社会资本匮乏两个方面分析省际边界地带区域合作人文约束的具体内容。以湘黔两省更名共建铜仁·凤凰机场为例，分析人文因素如何影响省际边界地带区域合作。人文因素能够影响区域合作，通过改变观念消除人文约束，化人文阻力为人文动力，并提升既有人文动力的作用，达成区域合作协议，解决省际边界区域公共问题。从加强省际边界基础设施、社会资本和区域文化建设方面，提出破解省际边界地带区域合作人文约束的障碍。
