Abstract

Abstract: The outbreak of the Coronavirus Virus Disease 2019（COVID19）is a major test for Chinas national governance system and ability. It has achieved a decisive victory in the epidemic prevention and control struggle in China. It is necessary to summarize the experience of intergovernmental cooperation in epidemic prevention and control to improve Chinas emergency management ability. By dividing intergovernmental cooperation into four forms， five realistic cases are based on the prevention and control of COVID19. How intergovernmental cooperation is possible and what can be done under public health emergencies is discussed， hoping to enrich relevant research results and enhance the effectiveness of intergovernmental cooperation.

摘要： 新冠肺炎疫情的暴发，对我国国家治理体系与能力是一次重大考验，在我国取得疫情防控重大战略成果之际，有必要总结此次疫情防控的府际合作经验，从而提升我国的应急管理能力。将府际合作划分为四种形式，基于新冠肺炎疫情防控的五个现实案例，探讨突发重大公共卫生事件下府际合作基础及其限度，以期丰富相关研究成果，提升府际合作效能。
