The relationship between government and market is an important issue under the market economy system， which is the core issue of Chinas economic system reform. Based on the historical view of Marxism and scientific abstraction， multiple connotations of the new era government and market relationship should include three levels of legal relationships， allocation relationships， and production relationships， which are reflected from the surface to the inner， from specific to abstract， from the upper building to the economic foundation. Therefore， handling the government and market relationship should take actions from three paths as follows：improving the legal construction， narrowing the income gap and adhering to the public ownership status.

At present， the criminal incentive of enterprise compliance depends on the procedural supplements such as procuratorial suggestions and leniency in pleading guilt and punishment， which inevitably brings an incomplete sense of incompleteness. From the perspective of criminal law theory， the theory of corporate responsibility and corporate compliance reflect a stronger consistency. The compliance plan can be used as both the basis for commutation and the cause of crime. The criminal responsibility of the compliance subject is further clarified， providing effective substantive law supply for the crime of enterprise compliance， and releasing the criminal incentive efficiency of enterprise compliance to the greatest extent.

The outbreak of the Coronavirus Virus Disease 2019（COVID19）is a major test for Chinas national governance system and ability. It has achieved a decisive victory in the epidemic prevention and control struggle in China. It is necessary to summarize the experience of intergovernmental cooperation in epidemic prevention and control to improve Chinas emergency management ability. By dividing intergovernmental cooperation into four forms， five realistic cases are based on the prevention and control of COVID19. How intergovernmental cooperation is possible and what can be done under public health emergencies is discussed， hoping to enrich relevant research results and enhance the effectiveness of intergovernmental cooperation.

The practical needs and theoretical demands of national governance and national development call for border governance research. After scholars deep cultivation， a large number of highquality border governance research results have been produced， forming a clear research field of border governance. However， in a comprehensive view， there are few studies on the policy dimension and comparison of border governance. Border areas affect national governance and national development. There is a differentiated logic in their governance， there are differences in the border governance policies implement， and there is a game between neighboring countries and domestic border provinces and cities， which highlights the comparative study of border governance policies. However， the research on border governance from the perspective of policy comparison is scarce. Therefore， it is necessary to carry out a comparative study of border governance policies. In terms of subdivision types， we can compare the border security policy， the border defense and border consolidation policy， the border development policy， the border nationality policy and the border people policy. From the perspective of method， we can focus on the comparison of border governance policies in national dimension， regional dimension or historical dimension. Specific to the practical level， we can carry out the comparison of policy value orientation， policy environment， policy objectives， policy implementation and policy objectives.

China’s local government budget collaborative governance should build a driving factor with the compatibility of incentives and constraints as the core. Based on this， under the governance system dominated by local governments and with the principled engagement of other stakeholders， we should take the full disclosure of budget information as the guarantee to strengthen the sharing motivation of stakeholders， and realize the mutual constraint and balance of budget power as the premise of joint action capacity， so as to form a circular and interactive budget collaborative dynamic mechanism and improve the budget governance efficiency of the local governments.

In 2020， COVID19 attacked human society. This sudden public event has a great impact on the world economy. Some enterprises in China have suffered heavy losses. It is a new and important topic for enterprises to prevent and resolve major risks. Based on this situation， this paper analyzes the way and management system of enterprises extracting public event risk reserve. It is found that enterprises can carry out practical operation by “selecting benchmark， determining proportion and setting upper limit”. In addition， the Ministry of Finance of the Peoples Republic of China should issue corresponding accounting operation guidelines and accounting specification as soon as possible. Enterprises also need to improve the risk reserve management system， raise the awareness of risk management， and jointly promote the development process of enterprise risk reserve.

“Subjectivity” is an important concept in the history of western philosophy.Subjectivity takes “man” as the subject of cognition and emphasizes the dominant position of “I”. At the end of the nineteenth century， philosophy took a turn， and subjectivity gradually weakened. Western literary theory has also been influenced by the turn of philosophical thought， from subjectivity literary theory to intersubjectivity and othercentered literary theory. A review of this shift in western literary theory in a philosophical context will help to provide a more comprehensive understanding of western literary theory.

This paper aims to interpret Arthur Millers streamofconsciousness play After the Fall, and explore its distinctive features from the perspective of the cognitive concept of evolving reference, namely “role and values”. The results are as follows： Firstly, the various values generated by role switching over the past years make it possible to present synchronically what has happened diachronically. Secondly, the integration of “role and value” reveals not only the different aspects of the protagonists personalities but also the process of their formation. Thirdly, despite the seemingly disordered contextual entanglement, the values of role switching are logically linked by the implicit causeeffect relationship, which ensures the textual coherence of the play texts.
