基于超效率SBM-Malmquist指数的 我国民航工业企业经营效率与时空特征评价

Evaluation of Business Efficiency and Spatiotemporal Characteristics of Chinas Civil Aviation Enterprises Based on the Super Efficiency SBM Malmquist Index

摘要: 民航制造业是国家综合实力的体现,关系到我国整体工业实力与国防安全。选取我国16个省市民航工业企业2012―2022年的经营数据,运用超效率SBM-DEA方法刻画民航工业企业经营效率的总体特征和时空特征,计算各省市企业经营效率和三种投入要素的冗余比例,利用Malmquist指数分析企业全要素生产率的动态变化趋势,并从动静结合分析的角度绘制企业经营超效率值―全要素生产率矩阵散点图,综合比较各省市的优势与不足。研究表明,我国民航工业企业的整体经营效率不高,并且存在地域差异。分区域来看,东部地区效率最高,中部次之,西部和东北部较低;同时存在冗余现象,劳动冗余情况突出,资本和科技冗余次之;现阶段民航工业企业全要素生产力指数全面提升,但提升速度较缓慢;通过矩阵分析,我国16个省市被分为稳健型、进取型、低迷型和成长型4类。基于此,提出优化资源配置、缩小地域差异、减少投入冗余和完善政策环境等对策建议,以提升我国民航工业企业的经营效率和实现均衡发展。

Abstract: The civil aviation manufacturing industry is a reflection of Chinas comprehensive strength and is related to Chinas overall industrial strength and national defense security. The paper selects the operating data of civil aviation enterprises in 16 provinces and cities in China from 2012 to 2022, and uses the super efficiency SBM-DEA method to characterize the overall and spatiotemporal characteristics of industrial enterprise operating efficiency. It calculates the redundancy and redundancy ratio of three input factors for enterprise operating efficiency in each province and city, analyzes the dynamic trend of enterprise total factor productivity using the Malmquist index, and draws a scatter plot of enterprise operating super efficiency total factor productivity matrix from the perspective of dynamic and static analysis. Research shows that the operational efficiency of enterprises needs improving, the total factor productivity growth is slow, and labor redundancy is relatively prominent. Finally, this paper proposes relevant strategies to promote highquality development of civil aviation and improve the operating efficiency of civil aviation enterprises: promoting the optimization of capital and talent chains, improving the human resource foundation for enterprise operating efficiency improvement, and strengthening the reliability of civil aviation intelligent manufacturing system.
