Abstract: Based on extensive investigation and literature review of domestic and international taxi industry management modes，the existing problems in taxi industry were analyzed and the major controversies in this area were summarized. The experience of international taxi industry development process and deregulation was discussed. In addition，the rational thoughts and future directions of taxi industry were proposed.

摘要： 在广泛调研出租车行业管理模式和查阅国内外出租车业运行情况资料的基础上，全面分析出租车问题的特殊性，对社会各界关于出租车问题的主要争议进行系统的归纳总结，介绍国外出租车发展历程及放松管制的主要经验，提出了出租车行业改革发展的理性认识和未来方向。
