Abstract: The Communist Party of Chinas ruling status is not innate. Things are not put right once and for all, in the new situation the ruling Communist party faces real challenge. The ruling idea is to adhere to the peopleorientation, governing the people, developing social production to realize the peoples interests, improving the democratic system to promote orderly citizen participation, strengthening the construction of a clean government and resolutely punishing corruption, strengthening the education of the mass line to solve the problem of “four winds” to consolidate the partys mass foundation, consolidating the ruling status of the party. It is the requirement of the Communist Partys ruling ability construction, it is also the inevitable choice to achieve longterm ruling by the Communist Party.

摘要： 中国共产党的执政地位不是与生俱来的，也不是一劳永逸的，在新形势下共产党执政面临现实的挑战。坚持以人为本、执政为民的执政理念，大力发展社会生产、实现人民利益，完善民主制度、推进公民有序参与，加强廉政建设、坚决惩治腐败，加强群众路线教育、解决“四风”问题，以夯实党的群众基础，巩固党的执政地位，是共产党执政能力建设的时代要求，也是共产党实现长期执政的必然选择。
