Abstract: There are eighteen provincial and ministerial level officials after the dismissed case analysis thinking and root cause analysis, through the use of economic instruments, decentralization, accountability of management ethics and the strategies to improve our government power restriction mechanism, the occurrence of our government monopoly of power and the expansion of the phenomenon can be prevented. The efficiency of our country corruption can be improved so that Chinese government power can undergo “power by the people and for the peoples welfare and rights”. A clean, diligent, pragmatic, efficient government and a stable and harmonious political social environment can be built.

摘要： 由十八大后省部级落马高官案例分析产生思考，对我国政府权力集中又缺乏制约的根源进行分析，力求通过经济手段、分权制度、问责制度和管理伦理等策略来完善我国的政府权力制约机制，使政府权力特别是行政首长的权力得到有效制约，防止我国政府权力的垄断和膨胀现象发生，提高我国政府的反腐效率,以使我国政府的权力做到“权由民而生，权为民谋福”，构建一个廉洁、勤政、务实、高效的政府和安定和谐的政治社会环境。
