Abstract: “Rightminded official” plays a very important role in Chinese feudal culture. Nowadays, the common man still has full expectations of “motherhood officials”. After The 3rd Plenary Session of the 18th Central Committee of the Party, there is a frenzy about nation governance system and its capability in the whole society. However, the rightminded official complex has a bad effect on motivation of the common man in social participation. Its also not good to establish nation governance system. In order to build a real positive nation governance system with much motivation, its necessary to build up citizens social participation awareness and change them from present critics to social participants.

摘要： 在中华民族几千年的封建文化中，“青天大老爷”占有重要位置。时至今日，普通百姓心中仍然充满对“父母官”的期待。十八大三中全会以来，全社会掀起有关推进国家治理体系和国家治理能力建设的热潮。然而，青天情结的存在影响了百姓社会参与的积极性，不利于国家治理体系的建立。要想真正构建活跃而富有积极性的国家治理体系，培养提升公民的社会参与意识，把公民从现在的评论人角色变为参与者是一个不可或缺的过程。
