Abstract: Chongqing has a high level of trade development. In particular, the port has developed rapidly, which provides the driving force for the implementation of trade facilitation. Through many years of practice and exploration of port integration and port clearance mode and regional cooperation mechanism, there are still some problems that restrict the improvement of the efficiency on customs clearance. From the perspective of trade facilitation, according to the research ideas of domestic and foreign comparative analysis, the present situation is analyzed, the problem is discovered. The optimizing strategy is proposed. The customs clearance mode of Chongqing water port are researched. The existing customs clearance mode barriers are identified.The corresponding optimization strategy is given.

摘要： 重庆拥有较高的贸易发展水平，特别是口岸的快速发展为实施贸易便利化提供了动力。通过港口整合、口岸通关模式、区域合作机制等方面的实践探索，口岸通关效率得以提高，但是存在一些问题，制约着通关效率的进一步提高。以贸易便利化的视角分析国内外典型模式，发现问题，提出优化策略的研究思路。研究重庆水运口岸通关运作模式，识别当前通关模式下存在的壁垒制约，提出优化策略。
