Abstract: Overseas aid refers to the act of aid for citizens of the country when a major or unexpected event occurs in a country where the citizens of the country abroad are stationed and other subjects of the country in foreign countries. In view of the impact of the sudden outbreak of COVID-19， the overseas Chinese students have been greatly affected. And it is imperative to provide aid to them and improve the related system. Based on the analysis of the characteristics of the overseas aid system， the paper discusses the necessity of establishing a comprehensive overseas aid system for overseas students， and puts forward suggestions for constructing and improving the overseas aid system for overseas Chinese students.

摘要： 海外救助是指当本国海外公民所在国发生重大或突发事件时，本国驻外机构及其他主体对本国公民进行救助的行为。鉴于突发的新冠肺炎疫情的影响，我国海外留学生群体受到的影响较大，对其进行救助并完善相关制度势在必行。以对我国海外留学生提供救助服务为主线，分析海外救助制度的特点，探讨建立完备的留学生救助制度的必要性，提出多方面构建和完善我国留学生海外救助制度的建议。
