Abstract: Entering a new era, promoting ecological protection and highquality development in the Yellow River Basin is of great significance for building an important ecological safety barrier, promoting highquality economic development, and promoting common prosperity in the Yellow River Basin. At present, the ecological protection and highquality development of the Yellow River Basin are facing challenges such as a significant gap in economic development, incomplete ecological legal systems, control barriers between regions, and inadequate ecological compensation mechanisms and fiscal and tax incentive policies. Therefore, we should accelerate the green transformation of industries and optimize the toplevel design of ecological protection and highquality development in the Yellow River Basin; by improving ecological laws and regulations, we provide legal guarantees for ecological protection and highquality development in the Yellow River Basin; by strengthening cross regional ecological management and mutual assistance cooperation, we will break through the control barriers between different regions in the Yellow River Basin, improve the water compensation mechanism and financial and tax incentive mechanism to promote ecological protection and highquality development in the Yellow River Basin.

摘要： 新时代，推进黄河流域生态保护和高质量发展，对筑牢黄河流域重要生态安全屏障、推动黄河流域经济高质量发展、促进黄河流域共同富裕意义重大。当前，黄河流域生态保护和高质量发展面临经济发展差距较大、生态法律制度有待完善、各区域间存在管控壁垒、生态补偿机制和财税激励政策不健全等困境。应加快产业绿色转型，优化黄河流域生态保护和高质量发展的顶层设计；完善生态法律法规，为黄河流域生态保护和高质量发展提供法治保障；加强跨区域生态管控互助合作，突破黄河流域各区域间管控壁垒；健全生态补偿机制和财税激励机制，推进黄河流域生态保护和高质量发展。
