Abstract: In the early years of the Republic of China, the central government and the local government of Tibet were competing with each other for the control of Chaya Living Buddha territoriality. After 1918, it was thoroughly governed by Qamdo “Duomaijiqiao”. Even so, in this period, Chaya Living Buddha still governs its people by the combining politics and religion. Through research of the first and second Xikang and Tibet wars and Qamdo to manage the Chaya Living Buddha jurisdiction, by comparing the founding of new China and the democratic reform of Chaya Living Buddha jurisdiction, it deeply and clearly shows how our socialist society rescued the vast Tibetans out of an abyss of misery.
