城市治理理论下的都市商圈“停车难”现象解析 ——以苏州市观前街商圈“停车悖论”为例

Abstract: In recent years, the academia in China have focused on the decoupling of urban planning and development. From the perspective of supply and demand, technical measures are proposed to build threedimensional parking garage, so as to solve the problem of “parking difficulty”. Meanwhile, more and more foreign scholars are discussing the matching of supply and demand structure. Because of the characteristics of multi subject, urban governance theory is suitable for analyzing the phenomenon of “parking difficulty”. Based on the case of “parking paradox” in Guanqian commercial district which shows us “ground parking full load, but underground parking spaces more vacancies”. The method of qualitative analysis aims to deeply study the difficult reason in the district parking.

摘要: 近年来我国学界聚焦城市规划与发展脱钩现象,从供求视角提出兴建立体停车库等技术性措施,以期解决“停车难”问题;国外则更多探讨供求结构关系的匹配。“停车难”现象所涉利益主体众多,城市治理理论强调多元主体的特性,很适合用来分析相关问题。以苏州市观前街商圈“停车悖论”为例,聚焦此地地面停车满负荷、地下车位空位多的独特现象,运用质性分析方法,探讨造成该商圈停车难的原因。
