Abstract: The practical needs and theoretical demands of national governance and national development call for border governance research. After scholars deep cultivation， a large number of highquality border governance research results have been produced， forming a clear research field of border governance. However， in a comprehensive view， there are few studies on the policy dimension and comparison of border governance. Border areas affect national governance and national development. There is a differentiated logic in their governance， there are differences in the border governance policies implement， and there is a game between neighboring countries and domestic border provinces and cities， which highlights the comparative study of border governance policies. However， the research on border governance from the perspective of policy comparison is scarce. Therefore， it is necessary to carry out a comparative study of border governance policies. In terms of subdivision types， we can compare the border security policy， the border defense and border consolidation policy， the border development policy， the border nationality policy and the border people policy. From the perspective of method， we can focus on the comparison of border governance policies in national dimension， regional dimension or historical dimension. Specific to the practical level， we can carry out the comparison of policy value orientation， policy environment， policy objectives， policy implementation and policy objectives.

摘要： 国家治理和国家发展的现实需要及理论诉求呼唤边疆治理研究，经过学者们深耕，产出了大量高质量的边疆治理研究成果，形成了明确的边疆治理研究领域，但综而观之，对边疆治理展开政策维度及其比较的研究却很少。边疆影响国家治理及国家发展，对其的治理存在差别化逻辑，所实施的边疆治理政策存在差异，且邻国之间以及国内的边疆省市之间采取的边疆治理政策存在博弈，从而将边疆治理政策的比较研究凸显出来。可是，从政策比较维度对边疆治理展开的研究却付之阙如，因此有必要展开边疆治理政策的比较研究。就细分类型而言，可进行边疆安全政策、守边固边政策、边疆开发政策、边疆民族政策以及边民政策的比较；从方法维度来看，可聚焦国家维度、区域维度或历史维度的边疆治理政策的比较；具体至实操层面，可进行政策价值取向、政策环境、政策目标、政策执行和政策效果等多方面的比较。
