省际交界地带发展滞后的因由及路径探讨

摘要: 我国省际交界地带经济发展滞后,已成为阻碍我国实现均衡发展的一个重要问题。省际交界地带的区域特征使边界协作变得难以实现;行政区划一定程度上制约了省际交界地带区域合作;省际行政区边缘经济协作及政府协调难以真正实现;文化维系力衰减,区域治理出现“碎片化”,成为我国省际交界地带发展滞后的主要因由。树立地缘观念,遵循省际边界地带地缘属性;发挥纵向国家协调力和发展横向主体间合作关系,实现省际边界跨政区区域协作和政府协调;进行集中扶贫新模式探索,以集中扶贫整合治理“碎片化”,应成为我国省际交界地带发展的现实路径。

Abstract: Chinas provincial border is located in the provincial administrative region edge. Economic development lags behind. This has become an important issue about China to realize the balanced development. To a certain extent, the administrative area restricted the border provinces regional cooperation. At the same time, provincial administrative region border economy cooperation and government coordination are difficult to realize. There are two major difficulties of the sluggish development of Chinas provincial border. To set up the geographical concept, follow the provincial border “economic geography” attribute, play the national coordination, implement regional collaboration across provinces border administrative zones and government coordination, proceed provincial border network coordination and focus on poverty reduction mode, all these become the realistic path of the development of Chinas provincial border region.
