Abstract: Nongovernmental Organizations, governments and citizens are important variables affecting on public management and the citizens life, so it is of great significance to collate and stipulate three trust relationships between them. The nongovernment organizations should be relatively independent, but its independence is on undue intervention by governments, the relations of society and governments needing to be thoroughly straightened out. Non governmental organizations should be a self managed, can be worth the trust by the government and society, but its social credibility is not high. Because the management system of nongovernment organization is not perfect, it can not effectively protect the rights of citizens and provide public services. In view of this, we must strengthen trust between governments and nongovernmental organizations straighten out the duty relationships between them. And in accordance with the democracy and efficiency requirements, we need to clarify the internal working relationships in nongovernmental organizations and promote its management level.
