摘要： 公民参与铁路文化建设对构建服务型铁路运输，保障公民权利具有重要意义。借助洋葱模型探讨铁路文化内容，分析公民参与铁路文化建设的必要性，概述当前公民参与现状，并分析公民参与铁路文化建设存在保障制度不完善、参与渠道不畅通、参与能力不足等问题。由此，从理念、制度、行为、物质四个层面探索公民参与铁路文化建设的理想路径。
关键词: 公民参与, 铁路文化, 洋葱模型
Abstract: Citizen participation in railway culture construction is of great significance to the construction of serviceoriented railway transportation and the protection of citizen rights. With the help of onion model, this paper probes into the content of railway culture, analyzes the necessity of citizen participation in railway culture construction, summarizes the present situation of citizen participation in railway culture construction. It is analyzed that there are some problems in the construction of railway culture, such as imperfect guarantee system, unsmooth participation channel and insufficient participation ability. Finally, the ideal path of citizen participation in railway culture construction is explored from four aspects:concept, system, behavior and material.
