Abstract: The economic crisis in Western countries has suddenly become the basic law of social development，and even government failures have occurred. China has never experienced such alienation since the reform and opening up. On the one hand，it is related to the inherent shortcomings of the capitalist system. On the other hand，it is the strong leadership of the Communist Party of China over the Chinese government. The party always represents the fundamental interests of the people，the partys deepening understanding of the relationship between the government and the market，the modernization reform of the partys allocation of government functions，and the construction of the socialist rule of law with Chinese characteristics led by the party. It provides an effective China plan to overcome government failure. At present，the partys leadership to the government is mainly reflected in decisionmaking leadership，personnel leadership and supervision leadership.
