Abstract: Peoples democracy in the whole process is an absorption of and reference to the excellent traditional Chinese culture， an accurate grasp of the position of peoples supremacy in the Marxist concept of materialist history， and the actualization of the theory of socialist democracy. Advances in science and technology have pushed peoples democracy in the whole process to abide by the right and innovate in practice， enhancing peoples awareness of political participation by strengthening the design of the system and educating people， and improving peoples participation and sense of political access through the use of new technology and new platforms. The use of new technologies and platforms has increased peoples participation and sense of political access. At the same time， peoples democracy in the whole process is a new form of socialist democracy with Chinese characteristics， Chinese manner and Chinese style， which has surpassed the western forms of democracy and western democratic systems and broken the absolute democratic discourse of the west.
