摘要/Abstract

摘要： 随着全球范围内治理需求的日益高涨，基于治理失效的风险及“元治理”理论的兴起，引入“政党——政府——社会——公民”的分析框架，阐述政党参与地方治理的理论逻辑：政党参与地方治理具有本质必然性与时代必要性；政党通过介入地方宪政结构、党政结构与治理网络结构，实现其治理网络构建、资源整合及治理重塑功能，最终从增加社会资本、提升治理能力与质量、促进可持续发展等方面提高地方治理绩效。

关键词: 政党, 地方治理, 理论逻辑

Abstract: With the worldwide growing demand for governance, based on the risk of failure of governance and the rise of “metagovernance” theory, “partygovernmentsocietycitizens” analytical framework is introduced to explain the theory logic of political party participating in local governance: it is necessary and inevitable in the nature for the party which has a role of agency and tendency of governance to take part; by taking part in structure of local constitutional government, partygovernment and network of governance, function of political party is made in building governance network, resource integration and governance reshaping come true and improves governance performance on three aspects: improving social capital, capability and equality of governance and sustainable development.
