Abstract: Improper use and illegal sharing of citizens personal information will easily lead to the disclosure of personal privacy and great harm. Seeking a balance between personal information security protection and utilization has become an unavoidable social reality in the era of big data. To protect personal information security， it is necessary to expand the rule of law view， draw lessons from the rationality of “privacy”， “without hesitation report duty”， as well as personal information owner enjoying the right and information carrying rights “forgetting” outside the advanced experience of developed countries， such as perfecting the legislation China， strengthening the technical support， strengthening industry selfdiscipline， clearing information using accrual list， improving administrative supervision， improving personal information selfprotection safety awareness， accelerating the construction of social integrity， and jointly building a perfect and efficient personal information protection system.
