Abstract: It is the first time for public diplomacy to appear in the most important political documents of Chinese Communist Party—Report to the Eighteenth National Congress of the Communist Party of China. Public diplomacy becomes a new thought of Chinese diplomatic development for the next decade. It is necessary for China to enhance public diplomacy in the new time. Firstly, public diplomacy is the inheritance and development of diplomatic thoughts with Chinese characteristics. Moreover, it is an urgent demand to carry out public diplomacy in order to eliminate the negative public opinion. It is also the core of realizing the dream of world. Finally, to create a good international environment, China should go out initiatively and shape the image of a great power of responsibility for China actively.

摘要： “公共外交”第一次出现在中共最重要的政治文件——党的十八大报告中，成为未来十年中国外交发展的新理念。新时期强化中国公共外交的必要性在于：公共外交是中国特色外交思想的延续与升华；开展公共外交是摒弃“中国威胁论”负面舆论的迫切需要，是共筑“世界梦”的题中之义；中国要想营造良好的国际氛围，必须主动“走出去”，积极塑造负责任的大国形象。
