Abstract: Local colleges and universities have a very important position and role in Chinas higher education governance system. The existing campus power imbalance, imperfect management system, rules and regulations of predicament restrict the process of internal governance modernization. From a research perspective of comprehensive reform, specific paths are put forward：insisting the president responsibility system under the leadership of party committees, constructing the system of articles of association as the core, promoting professor participation in academic management, improving the democratic management, reforming university management system, and constructing the council (the board), to speed up the promotion of the local colleges and universities internal management system and management ability modernization.

摘要： 地方院校在我国高等教育治理体系中具有十分重要的地位和作用，当前存在校内权力运行失衡、管理体制不顺、规章制度不完善等困境，制约了内部治理的现代化进程。本文以综合改革的研究视角，提出坚持党委领导下的校长负责制、构建以章程为核心的制度体系、推进教授治学、完善民主管理、改革校院管理体制、建设理事会（董事会）等具体路径，以加快促进地方院校内部治理体系和治理能力现代化。
