Abstract: With the gradual increase of car ownership， the operational effectiveness of bus lane is limited and under expectation. How to support the effective operation of bus lane becomes a key to removing the obstacle for implementing bus priority. This study summarizes the causes for the effectiveness reduction of busonly operation， and then proposes that， the clusterpatterned metropolitan area of Chongqing， divided by mountains and rivers， should support the busonly system with the following strategies to improve the bus priority system and balance the tradeoff between bus and car. First， guarantee the rightofway of bus at the key nodes along the arterials with implementation of intelligent traffic signal control. Then， perform the operation of bus lane with elastic durations and segments. Finally， implement the V2Xbased vehiclemounted electronic police system for car surveillance to support the two strategies above.
