政策执行偏差及其矫正 ——以南京市新能源汽车政策为例

Policy Implementation Bias and Correction --A Case Study of Nanjings New Energy Vehicle Policy

摘要: 推动新能源革命对于坚持绿色发展、推进能源转型有重要意义,但从实际效果来看,新能源产业却面临着“推而不广”的尴尬局面。以南京市新能源汽车推广应用政策为例,借助史密斯政策执行过程模型,分析发现,内生动力不足、政府间配合程度低、企业与消费者依赖补贴和外部不利条件共同导致政策执行偏差,后续需要政府完善配套设施、企业加强科技研发、消费者落实环保行为,依靠多元主体形成政策合力,以促进新能源产业的可持续发展。

Abstract: Promoting the new energy revolution is of great significance for adhering to green development and promoting energy transformation. However, in terms of actual results, the new energy industry is faced with the embarrassing situation of “promoting but not spreading”.Taking new energy automobile application policy in Nanjing city, with the aid of Smith policy implementation process model, the analysis found that the lack of endogenous motivation, the low degree of intergovernmental cooperation, the dependence of enterprises and consumers on subsidies and the external unfavorable conditions lead to the deviation of policy implementation. In the followup, the government needs to improve supporting facilities, the enterprises need to strengthen the development of scientific and technological research, and the consumers need to implement environmental protection behavior. Only by relying on the cooperation of multiple subjects to form a policy force, can the sustainable development of new energy industry be promoted.
