Nongovernmental Organizations, governments and citizens are important variables affecting on public management and the citizens life, so it is of great significance to collate and stipulate three trust relationships between them. The nongovernment organizations should be relatively independent, but its independence is on undue intervention by governments, the relations of society and governments needing to be thoroughly straightened out. Non governmental organizations should be a self managed, can be worth the trust by the government and society, but its social credibility is not high. Because the management system of nongovernment organization is not perfect, it can not effectively protect the rights of citizens and provide public services. In view of this, we must strengthen trust between governments and nongovernmental organizations straighten out the duty relationships between them. And in accordance with the democracy and efficiency requirements, we need to clarify the internal working relationships in nongovernmental organizations and promote its management level.

The theories are analyzed based on previous reviews, a scientific and applicable evaluation model for the internationalization of engineering contractors combining Principal Component Analysis (PCA) and clustering is set up, and the 9 Engineering Contractors of the 2013 annual ENR250 are analyzed. This method is also compared with PCA and the first principal component method. It is shown that Principal Component Clustering Analysis can not only rank the enterprises, but also classify the enterprises. The results are in accordance with the facts. A new perspective is provided to evaluate the engineering contractors internationalization.

The provisions that shall not induce others to crime have two meanings. Firstly, it shall not make a person who has no criminal intent as the object of temptation investigation. Secondly, the strength of the temptation investigation shall not exceed the limits of necessity. Namely, it shall not induce a person who has no criminal intent to generate criminal intent. After the implementation of the new criminal procedure law, there are three main problems in the temptation investigation in drug trafficking cases. As to the investigation procedure, the temptation investigation lacks effective prior supervision. As to the investigation object, the objects of the temptation investigation are arbitrary. As to the strength of the investigation, there exists criminal allurement sometimes. Take the consumer negative emotions of post purchase regret as the angle of view, the relationship between the network post purchase regret and switching behavior is discussed. The results show that, the quality regret, price regret and service regret are significantly positive correlation on switching behavior. “The evaluative result of the disclosure with the Information of Listed Companies and OTCListed Companies” which is announced by SFI of Taiwan is analyzed. The purpose is to evaluate whether the information disclosure and evaluation system has a phenomenon of earning manipulation and to investigate the relationship between evaluation results of information disclosure and corporate governance. The empirical results showed that evaluation results of information disclosure and ratio of the stock ownership of directors had a significant negative correlation. The evaluation results of information disclosure and the pledged shares of directors were significantly and positively correlated. The information disclosure and investment return showed a significant negative correlation.
