    The “Belt and Road” , which has become an important strategy of national development, is coming to the substantive stage of implementation. It has important practical and theoretical significance to discuss the problems and the ways of implementation in this stage. Based on the material flow theory to analyze the “Belt and Road” logistics space structure, the basic conditions are given to the “Belt and Road” implementation of the strategy to meet with.     “One belt one road” is the new Asia-Europe regional cooperation framework. In the strategy implementation, the infrastructure construction and upgrading project of most countries along it needs huge investment, facing a huge funding gap. So multiple financing and the use of the PPP model is needed. But because of the differences of the political, economic, cultural and legal aspects of most countries, the application of the PPP model in the “one belt one road” strategy has low rate of return on investment, complex investment environment, great risk and other issues. A series of problems existing in the PPP mode application on “one belt one road” are analyzed. From the point of view of Chinas enterprises and government departments, some countermeasures and suggestions to construct PPP innovation model on “one belt one road” are given.

    Chinese government brought up the proposition to enhance the construction of the inner channel of drainage area of the Yangtze River in 2013. As the center of the “golden channel”,Chongqing grasps the chance of the new strategic development of “one belt one road”, which goes along the east of the economic zone of the Yangtze River and forward to the west of the silk road. The government always focuses on how to boost the raise of value of foreign trade.The level of openness is analyzed and the potential of the foreign trade in Chongqing is predicted using the gray model, with the total value of foreign trade and the index of the region GDP and other relative statistics in recent years. Three proposes are given: improve the delivery system, import foreign resources by taking the chance of the construction of Chongqing-Xinjiang-Europe railway and promote industry by setting the free trade zone.     Cold chain logistics center location is a key step in the development of cold chain logistics in northwest region. The research of cold chain logistics center location is of great significance to the development of logistics industry in response to the national “new silk road” policy. Combined with fuzzy comprehensive evaluation method, the four level comprehensive evaluation system was set up. And the BP neural network training was used to analyze the scientific location and verification of the alternative cities of the cold chain logistics center in northwest China. To obtain the optimal location of the cold chain logistics center in the northwest region, and to verify the error within the allowable range, a scientific site selection is provided for the development of cold chain logistics in the northwest region.

    Under the new circumstance of economical globalization, “ChongqingXinjiang to Europe ” channel is one of the most significant platforms to fulfill regional integration development, take advantages of geopolitical, boost multilateral crossborder trade and have communication and cooperation with each other.     Chongqing is located at the Yangtze River economic belt of the silk road and the combining site, being orientated as the comprehensive transportation hub of the Yangtze River upper region under one belt one road strategy. It is one of the three largest shipping centers along the Yangtze River designated by the state.The construction of the shipping center will produce great strategic significance in the national regional development and opening to the outside world. From the strategic background of one belt one road, the significance of the upper Yangtze River shipping center construction of Chongqing is analyzed. Based on the center construction present situation and the development environment, the SWOT strategic analysis method is used to analyze the strategy to construct Chongqing shipping center. The strategy of the construction path is studied. Some suggestions are put forward. For example,Chongqing should rely on the Yangtze Rivers golden waterway, the railway, road and water integrated traffic system, and the advantage of Yuxinou railway, building port cluster, construct multimodal transport system, promote the construction of bonded port area and port agglomeration radiation ability of ascension, accelerate the construction of the Chongqing Yangtze River upper shipping center.

    “One belt one road” connects Asia, Europe and Africa, and has a positive effect on the development of China, Europe, Africa and other countries.     Under the background of “one belt one road” strategy, Thailand carat canal again comes into peoples vision. Why has the long talked about carat canal not been under construction yet In order to explore the reasons and provide suggestions, the carat canal, the subsequent influences on the surrounding countries are analyzed from economic and political points, focusing on the analysis of the influence on China, Thailand, Singapore.     There often exist both explicit and implicit appraisal in discourses. It is easy to identify explicit appraisal in discourses, but implicit appraisal, due to its disguise and flexibility of meaning, is sometimes difficult to recognize. In order to help readers better identify implicit appraisal, the possible ways for the realization of implicit appraisal in discourses are summed up by referring to the studies of Martin and White and Monika Bednarek, and also on the basis of the data study. The results show that there are three main ways for implicit appraisal realization: flagged, evoked and invited. Among them, flagged ways include graduation and noncore words; evoked ways contain similes and metaphors; invited ways involve grammar and afforded ways.

    The EnglishChinese translation of agricultural scitech text, as well as other scitech texts, requires that its target text delivers the scitech information accurately and achieves the same semantic transparency as that in the source text. Based on the establishment of EnglishChinese bilingual corpus of NAU of agricultural scitech texts, texts about gramineous plants from the academic journal Nature are taken as examples, and the explicitation both adopted in cohesion and logical meaning in its EC translation is analyzed. Finally, explicitation is discussed under different situations.
